1stTheBest Web Templates An online store offering over 200 professionally designed web page templates, including design templates, Front Page and Dreamweaver templates, splash pages, and full site templates
The Joust Outliner A free Javascript code that lets you add Windows-esque expandable directory trees to help people navigate your web pages. Really cool! The only reason I don't use it on my page is, I'm trying to keep my page as low-tech as possible, so as many people as possible can read it.

HTML Editors and Utilities
xSite A page with several very nice free web design utilities, including a mousover button maker, a Windows Explorer-like FTP client, and best of all, a fully-functional WYSIWYG HTML editor, with the ability to include standard HTML code snippets in multiple pages. (Like standard navbars, for example.)
Virtual Mechanics Home of IMS Web Dwarf, another free WYSIWYG HTML editor
Digital Horizons Home of the best Color Picker program I've found. It lets you quickly and easily preview a color, and converts between hex, integer, and floating-point representations of colors. Great for HTML work and POV-Ray work!
Browser Sizer BrowserSizer is a low-fat, NOT in-your-face tool to help web developers check to see how their web pages look on WebTV, and in screen resolutions of 640x480, 800x600, and 1024x768.
